1. Apologies for Absence

2. Confirmation of eligibility, quorum and Declaration of interest
All councilors present are eligible, the meeting was quorate and no declaration of interests declared.
3. Public Representations
The public were allowed to be in attendance, but on this occasion no parishioners attended.
4. Minutes of previous meeting
It was resolved that the minutes of the previous meeting dated 15th March 2023 were an accurate record of the parish council meeting and were signed off by The Chair.
5. a) Reducing speeding through Welby
- Speed watch: to receive an update from the speed watch team.
No update as no sessions have taken place.
- SID: review results to date:
Results from Main Street near the bus stop still show similar behaviour as observed in the past: cars approaching the SID from the front generally drive at lower speeds as their speeds are visible to them. When approaching the SID from the back the recorded speeds are significantly higher.
6. County and District Councillor Reports (if Councillors present at meeting)
- Update from County Councillor Martin Hill on Lincolnshire County Council matters:
There has been an increase in the budget for roads.
Anglian Water have been asked to try an minimize road closures related to the construction work of the new pipeline in Lincolnshire.
Hospital waiting lists at Grantham hospital are slowly improving.
Construction of the Grantham bypass is progressing but not likely to fully open till spring 2025 due to issues with the construction of the bridge crossing the river.
- Nil update from the District Councillor Sarah Trotter on South Kesteven District Council matters.
7. Lincolnshire Police Report (if PCSO present at meeting)
No update available from PCSO Stuart Bowden regarding local police matters.

No immediate action because with these footways being concrete with no tarmac overlay, it would require a larger scheme to rebuild and renovate these footways to have any lasting effects over simply adding tarmac to them in their current condition. A forward planning brief has been raised for this location for a future larger scheme. As a result of the new budget LCC will try to address this. |

11. Village Matters
a. Repairs to bench and village sign on village green:
* park bench on village green:
* loose coping stones on one side: will be given attention as there is no longer a risk of frost.
* woodwork could do with painting: will be given attention as there is no longer a risk of frost.
* village sign: metal post needs sanding down and repainting: will be given attention as there is no longer a risk of frost.
* notice board: needs repairing as the panes are very loose: will be replaced with a new notice board. Likely costs around £300. Clerk to identify suitable notice board.
* Bus shelter: ivy needs cutting back.
b. Trees on village green: pruning works have been completed. Western Power will be trimming the branches that are growing into the power lines.
c. LGA Model Code of Conduct: to be discussed after the elections. Clerk to compare and contrast LGA Model Code of Conduct with existing Code of Conduct on WPC website.
d. Incidents of attempted fly-tipping: the old village tip on Church Lane seems to attract some undesirable attention. Clerk to ask LCC / the land owner if the road-side fence can be repaired / reinstated as that may help deter unwanted attention.

The Chairman signed off Cashbooks as a true record after agreement from Councilors that both bank statement and cash books were accurate.
13. Urgent business

Please note if it is “urgent” only because it was not notified in time to appear on the agenda, it should be left till the next meeting. If it is genuinely “urgent”, that is it was too late for the agenda and it will be too late for action if left till the next ordinary meeting The Chairman and The Clerk need to decide whether an additional meeting should be called or actioned during this meeting.
14. Decide next meeting of the parish council.
The next ordinary meeting of Welby Parish Council will take place on Wednesday 28 June 2023 at 19:00 in St. Bartholomew’s Church. The meeting after that will take place early September (exact date tba).
