1.  Election of Chairman and Vice Chairman for Welby Parish Council.

The Clerk took over the as chair for the election process. Cllr John Fisher is retiring as outgoing councillor from Welby Parish Council. Cllr Michael Priestley was elected as Chair and Cllr James Pask was elected as Vice-Chair.

The incoming Chair, Michael Priestley, thanked the outgoing Chair, John Fisher, for his outstanding record of service to Welby Parish Council over the last 30 years. His dedicated support has made a massive contribution to the village and has been much appreciated. As a sign of appreciation John was presented with a commemorative plaque and some wine.

2.  Confirmation of eligibility and quorum

All councilors present remained eligible and the meeting was quorate to make it legal.

3.  Declaration of interests

The following declarations were made:

Cllr Michael Priestley: treasurer and Welby representative for the Meliora charity.

Cllr James Pask: selected service provider for maintaining various green areas in Welby and member of the local Conservative Association.

Cllr Gill Ikin: nil.

4.  Public Representations

No items or comments from members of the public were received.

5. Minutes

It was agreed that the minutes of the previous annual meeting dated 17th May 2022 are an accurate record of the parish council meeting and were signed off by The Chairman.

6. Asset Register

Welby Parish Council’s Asset Register was reviewed and approved. Councilor Pask agreed to carry out a Health & Safety/insurance Inspection of Assets with The Clerk.

7. Review Policies and Procedures

Nil.

8.  Insurance

Welby Parish Council Insurance Policy for 2023-24 was renewed.

9. AGAR return

The AGAR return for 2022-23 was approved and signed.

10. Finance

Clerk’s Salary for 2023-24 was increased to £725.00 p.a.

11. Dates of ordinary meetings

The next ordinary meeting of Welby Parish Council will take place on Wednesday 28 June 2023 at 19:00 in St. Bartholomew’s Church. The meeting after that will take place early September (exact date tba).

12. Urgent business

No urgent business was raised.
