Minutes of meeting of the Welby Parish Council (WPC) held via webinar on:
Monday 10th May 2021 at 7.00pm.

1. Apologies for absence

2. Confirmation of eligibility, quorum and declaration of interests. 
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.
 
3. Public Representations
Due to Covid-19 it was not possible for the public to be in attendance on the webinar. The villagers were offered the opportunity to raise questions prior to the meeting and three responses were received – see Village Matters (Section 11) below.
 
4.  Minutes from previous meeting.
It was resolved that the minutes of the previous meeting dated 8th March 2021 is an accurate record of the parish council meeting and was signed off by The Chairman.
 
5. Reducing speeding through Welby 
a)  Speedwatch team - have recently renewed their activity and continue with monitoring the vehicles speed through our village.
 
b) Fundraising strategies & updates for Speed Indicator Device (SID) & White gates Projects:
The Clerk reported we have continued to receive a few more valuable donations from the local parishioners towards the costs of the SID and White Gates projects. Total contributions received to date (10-5-21) including the contribution from LCC = £3,000.00 – thank you. This leaves a current projected shortfall of £500.00. 
 
As a consequence, the WPC approved the purchase of the SID unit and associated additional battery costs. The SID will include the speed of a vehicle and also show an indication sign; likely to be words such as ‘Thank You’ for under the speed limit of 30mph, and ‘Slow Down’ for exceeding 30mph. It could also show a smiley face or unhappy face indicator. The additional post extensions will be provided free by the LCC Road Safety (Accident Investigation) Manager, Graeme Butler, as he also agreed we could utilise existing posts within the village. It is hoped to install the SID unit in the coming weeks!
The White Gates are also being organised but with a careful eye on costs and materials, whilst also obtaining the necessary approvals from the regulatory authority. Naturally, there is still some additional funds required to achieve our target aim so additional donations and fund-raising ideas will be welcome. The Clerk verified there will be no additional cost to insure all of these items as they are currently included within the cover provided to the village.
 
6. County and District Councillor Reports (if Councillors present at meeting)
  • To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters: Unfortunately, Cllr Martin Hill was not available to attend our meeting this time and we have received no additional information. However, some outstanding Highways matters were also discussed – see below within Cllr Sarah Trotter’s comments. 
  • To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters – Cllr Sarah very kindly also agreed to check with Cllr Martin on the progress with the remaining outstanding repairs & improvements within the village (see section 10 below).
  • Cllr Sarah advised there is currently an on-going awards scheme with this part of Lincolnshire (South Kesteven) where ‘Community Stars’ are to be identified. If you know someone within the village who you believe deserves such a recognition then please contact Cllr Sarah Trotter with an outline of your reasons why, and suggesting a recipient you believe it should be awarded too. More details are available via SKDC.
  • Cllr Sarah also advised the planning application at the Cold Harbour site was still under review pending further delays due to the current Lockdown – see below: Planning (Section 9).
7. Lincolnshire Police Report (if PCSO present at meeting)
To receive an update from PCSO Stuart Bowden in regards to local police matters - There was again no update provided by Stuart Bowden prior to the issue of these minutes.

11. Village Matters
  • To discuss the right of way blocking in Red Lane with a vehicle, when trying to get a tractor and sprayer up there has caused concerns – as this road leads to a Bridleway an allowance of at least 2 meters is required for any horses to access this, and in addition, as farmers also require access they too have a right of way. Further enquiries will be made in connection with the reasons for any previous obstruction and to ensure any potential future obstruction is minimal in its duration. 
  • To discuss the large tree by village bus stop where branches have previously encroached overhead cables – should the tree now be more suitably trimmed to prevent re-occurrence & to source suitable person/firm - Although there will come a time when the tree will need trimming back and shaping further, it was felt that at this time obtaining a few quotes to have a more significant trim was essential before considering any work in the future. These will be obtained in due course.
  • To consider claims by villagers of speeding traffic en route to/from the cricket ground – following the concern raised by a Parishioner, a Councillor will contact the Cricket Club to request that drivers are considerate when arriving and leaving the venue.
  • A message has been received from BTS (obo Western Power), they’ll be trimming trees on the Village Green on Tuesday 8th June 2021 to ensure the branches are clear of all cables.
