WELBY PARISH COUNCIL
Minutes of Annual General Meeting of Welby Parish Council (WPC) held via webinar (due to Covid-19) on 10th May 2021 at 6:30pm.

1. Election of Chairman and Vice Chairman for Welby Parish Council.
The Clerk took over the as chair for the election process.
Cllr Fisher elected as Chairman – proposed by Ian Shippey & seconded by James Pask, and Cllr Priestley elected as Vice-Chairman - proposed by John Fisher & seconded by Ian Shippey.
2. Confirmation of eligibility and quorum
All councillors present remained eligible and the meeting was quorate to make it legal.
3. Declaration of interests
There were no new declarations made.
4. Public Representations
Due to Covid-19 it was not possible for the public to be in attendance on the webinar. The villagers were offered the opportunity to raise questions prior to the meeting but none were received.
5. Minutes from previous meeting
It was agreed that the minutes of previous annual meeting dated 20th May 2020 as an accurate record of the parish council meeting and was signed off by The Chairman.
6. Asset Register
Welby Parish Council’s Asset Register were reviewed and approved.
Councilor Pask agreed to carry out Health & Safety/insurance Inspection of Assets with The Clerk.
Action: Cllr Pask and The Clerk to carry out Health & Safety Inspection of Assets.
7. Approval of regulations
The following regulations for WPC were approved and adopted:

Standing Orders,

Financial Regulations and Procedures; and

Risk Assessment.

8. Review Policies and Procedures
The following policies, procedures and practices for Welby Parish Council were reviewed and approved:

Dealing with press/media; and

Complaints policy.

9. Insurance
Welby Parish Council Insurance Policy was reviewed and it was resolved to approve renewal offer.
Action: The Clerk renewed insurance.
10. Dates of ordinary meetings.
It was resolved that the next ordinary meeting of Welby parish Council (subject to on-going Covid-19 requirements) will once again return to St Bartholomew’s Church on:

Tuesday 20th July at 7pm
11. Urgent business

Agree the AGAR return for 2020-21 (Ref: AGAR 5/2021)

Review Clerk Salary for 2021-22
The councilors agreed the Annual Governance and Accountability Return for 2020-21.
The Clerk’s salary was reviewed in light of additional workloads but the Clerk and councilors agreed after discussion, this will only increase for the year at the current RPI 2.5%.
