Minutes of meeting of the Welby Parish Council (WPC) held via webinar on:

Tuesday 20th July 2021 at 7.00pm.

2. Confirmation of eligibility, quorum and declaration of interests. 
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.
 
3. Public Representations
Due to Covid-19 it was not possible for the public to be in attendance on the webinar. The villagers were offered the opportunity to raise questions prior to the meeting - no responses were received.
4.  Minutes from previous meeting.
It was resolved that the minutes of the previous meeting dated 10th May 2021 is an accurate record of the parish council meeting and was signed off by The Chairman.
 
5. Reducing speeding through Welby 
a)  Speedwatch team have resumed their checking and plan to review their timings when the recent SID order has arrived and been installed – The SID has now arrived and will be set up and utilised by WPC once the post extensions and relevant software updates have been finalised.
 
b) Fundraising strategies & updates for Speed Indicator Device (SID) & White gates Projects:
  • Clerk reports the total contributions received from the local parishioners towards the costs of the SID and white fencing projects is now £3,135.00, less £300 deposit paid on White Gates = £2,835.00. This leaves a current projected shortfall of £365.00. Meanwhile, any additional donations will be gratefully received.
  • The WPC previously approved the order for the wooden gates (where the wood will have been pre-treated and then painted white before installation). These have been ordered by the Clerk and a £300 deposit paid. 
  • As mentioned above we have now received the SID and await the pole extensions and software set-ups before installation. 
6. County and District Councillor Reports (if Councillors present at meeting)
  • To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters: Unfortunately, Cllr Martin Hill was not available to attend our meeting this time. However, some outstanding Highways matters were discussed – see below within Cllr Sarah Trotter’s comments, and these were again sent to Martin by the Clerk for comments and updates.
  • To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters – Cllr Sarah very kindly also agreed to check with Cllr Martin on the progress with the remaining outstanding repairs & improvements within the village (see section 10 below).
  • Cllr Sarah advised there is currently a small sum available within the Ward Grant fund and we can apply for a sum of £150 towards the painting costs for the gates. Once the relevant form has been submitted to the Clerk it will be completed and returned. If approved, this can then help towards the additional costs being incurred for the gates themselves, after purchasing.
  • Cllr Sarah advised the planning application at the Cold Harbour site will now be heard on 1st November 2021. The additional evidence the appeal has been provided with can be viewed on the Planning Department’s website using the reference given in Section 9 below. Any objections, with relevant supporting documentation, can also be raised here.
7. Lincolnshire Police Report (if PCSO present at meeting)
To receive an update from PCSO Stuart Bowden in regards to local police matters - There was no update provided by Stuart Bowden prior to the issue of these minutes.

11. Village Matters
  • Councillors Surgery still remains cancelled due to Covid-19 – However, future meetings to be decided at the next WPC meeting in September which is likely to be at St Bartholomew’s Church.
  • To discuss any WPC-based areas which require attention & approval by the WPC, and how these could assist Welby with the Lincolnshire (free to enter) ‘Best Kept Village’ award – after discussion it was agreed the WPC will approve repairs as identified following the other improvements already made by several parishioners towards improving our village and in conjunction with the ‘Best Kept Village’. This includes both the bench’s wood to be treated and this has now been completed. It also requires the post holding the village sign to be repainted, and the left pillar to have the loose slabs re-mortared. The Parishes property and its condition will be reviewed every 3 to 5 years in order to ensure safety and longevity of the items.
  • Risk Assessment of Village Green – the annual assessment was again completed by James Pask and he’s also produced an updated document for the future on-going annual assessments, which will be included within the Procedures documentation for the Parish.
  • Tree at Bus Stop on Main Street – A quote has been agreed by the WPC with Crimson Kings (Midlands) Ltd to trim back the large Acer tree and thereby prevent the branches from damaging the overhead cables & wires. The cost is £324 including VAT. This will likely be completed during September, where the road will be partially sectioned off. Notification will be provided to the village closer to the actual date they will be attending.
