1. Apologies for Absence

2. Confirmation of eligibility, quorum and Declaration of interest

  • To confirm eligibility of councillors and quorum present to make a legal meeting; and
  • To receive declarations of the existence and nature of any private interest, both disclosable and financial and any other registrable interests, in any matter to be considered or being considered.

To receive items and comments from members of the public.

4. Minutes of previous meeting

To authorise the Chairman to sign the minutes of the meeting held on 22 March 2022 as a true and accurate record.

5.   a) Reducing speeding through Welby

  • Speed watch: to receive an update from the speed watch team.
  • SID: review results to date as the device has been installed and has been operational for a short period already.

b) Fundraising strategies for Speed Indicator Devices (SID) and white gates.

  • To receive an update on the financial position
  • To receive an update on the progress to date and any remaining work to be completed

6. County and District Councillor Reports (if Councillors present at meeting)

  • To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters.
  • To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters.

7. Lincolnshire Police Report (if PCSO present at meeting)

To receive an update from PCSO Stuart Bowden regarding local police matters.

Pavement Church Lane deteriorating

No immediate action because with these footways being concrete with no tarmac overlay, it would require a larger scheme to rebuild and renovate these footways to have any lasting effects over simply adding tarmac to them in their current condition. A forward planning brief has been raised for this location for a future larger scheme.

 

11. Village Matters

  • Queen’s Platinum Jubilee: discussion on ways Welby can participate in national celebrations
  • Signage in village: refresh of 30mph speed signs, dog-fouling signs, NHW signs
  • Dog-waste bin Red Lane: currently being emptied by councilors on a Rota basis. Clerk to investigate if the council can empty this as part of their regular waste collection rounds. WPC have purchased a general purpose waste bin so waste can be collected by the council. Waste bin is awaiting installation.
