WELBY PARISH COUNCIL

Minutes of meeting of the Welby Parish Council (WPC) held via webinar on:
Monday 8th March 2021 at 7.00pm.

2. Confirmation of eligibility, quorum and declaration of interests. 
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.
 
3. Public Representations
Due to Covid-19 it was not possible for the public to be in attendance on the webinar. The villagers were offered the opportunity to raise questions prior to the meeting and no responses were received.
 
4.  Minutes from previous meeting.
It was resolved that the minutes of the previous meeting dated 6th January 2021 is an accurate record of the parish council meeting and was signed off by The Chairman.
 
5. Reducing speeding through Welby 
a)  Speedwatch team - have currently ceased activity due to the Covid-19 Lockdown requirements.
 
b) Fundraising strategies & updates for Speed Indicator Device (SID) & White gates Projects:
Clerk reported we have continued to receive donations from the local parishioners towards the costs of the SID and White Gates projects. Total contributions received to date (8-3-21) including the contribution from LCC = £2,745.00 – thank you. This leaves a current projected shortfall of £755.00. 
 
The cost of other associated aspects of the SID and White Gates are being carefully considered and costed, including; possible additional insurance costs, installation costs and on-going maintenance. After enquiries made by the Clerk since the meeting it transpires there will be no additional insurance costs as both the SID and Gates will already be included within the existing policy.
 
The Councillors have once again confirmed their grateful appreciation for the generous contributions being received from parishioners. The above shortfall identifies there is still a need to raise more funds if we are to achieve our objectives, especially in light of the now anticipated higher White Gates costs.
 
A number of fund-raising ideas are being considered (when covid-19 restrictions allow) and if any parishioners have an idea please forward it to the Clerk to convey on to the Councillors – thank you.  
 
The Clerk has now received notification the application to return the Welby Village signs to their original location and for the 30mph speed limit signs to be moved there as well, on the East road out of Welby towards Oasby, is now being processed. Additional forms have been received for completion, naturally this process will all take time due to the differing departments and personnel involved. Only other matter being considered relates to the possible Gate locations on Church Lane beyond the speed limit sign.
 
6. County and District Councillor Reports (if Councillors present at meeting)
  • To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters: Martin has once again provided a variety of useful information relating to the region, much of which is now public knowledge including; the schools re-opening within the region, the reducing numbers of Covid-19 cases, and some small businesses still able to claim funds from the LCC via the Government schemes – more details are on the LCC website. 
  • Outstanding Highways matters were also discussed and Martin will be checking on the latest updates regarding the remaining scheduled repairs & improvements within the village (see section 10 below).
  • To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters – Although Cllr Sarah was unable to attend this meeting she very kindly supplied some information regarding a number of items: there is a possibility there may be some funds to donate to our SID/Gates projects but we’ll know within a few weeks. Sarah also advised the planning application at the Cold Harbour site was still under review pending further delays due to the current Lockdown.
7. Lincolnshire Police Report (if PCSO present at meeting)
To receive an update from PCSO Stuart Bowden in regards to local police matters - There was again no update provided by Stuart Bowden prior to the issue of these minutes. The Clerk has, since the meeting, specifically written to Stuart and Mark Barr (Lincs Police) for some information.
Meanwhile, the recent NHW status as depicted by the area PCSO’s needs discussing – Some parishioners have raised concerns that NHW is closed or no longer supported. The Parish Council have received no such communication and it is not correct. Recommendations to use the "Next Door" App are by personal choice and it does not act as a replacement for our existing community Neighbourhood Watch Scheme, where it is widely felt that Jac Cowgill works extremely hard within our village and has ongoing support in continuing the great work she is doing.

Car parking on corner of Main St & flower thefts?
WPC are unable to enforce parking issues but perhaps more consideration by drivers will help.
Unknown culprit took flowers, which is shameful, but sadly we’re unable to confirm who or where they live.
This information was received by councillors and agreed that appropriate action taken.
 
9. Planning Applications

11. Village Matters
Concerns raised regarding the ‘new’ village hedge on village green as some saplings appear to have died off. Should we be planting new ones now it’s Springtime? – these have been checked and on closer inspection two were replaced, all the rest are fine.
