Minutes of meeting of the Welby Parish Council (WPC) held via conference call on:

Thursday 26th March 2020 at 7.00pm.

1. Apologies for absence

2. Confirmation of eligibility, quorum and declaration of interests. 
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.   
 
3. Public Representations
No public present, due to Coronavirus issues.
 
4.  Minutes from previous meeting.
It was resolved that the minutes of the previous Exceptional meeting dated 22nd February 2020 is an accurate record of the parish council meeting and was signed off by The Chairman.
 
5. Reducing speeding through Welby 
a. Update from Welby Speedwatch
 
·      Speedwatch team to cease operations due to the Coronavirus issues and will review in 3 months.
 
b) Fundraising strategies for Speed Indicator Devices (SID). 
It was agreed at previous meeting that WPC would support fundraising for a SID device for Welby. A review of fund raising firms was completed by Clerk and notification sent to councillors for review.
  • Chairman & HSBC, together with previous Clerk Jen and current Clerk Richard, are trying to resolve problems with opening an account with bank.

6. Lincolnshire County Council and South Kesteven District Councillor Representation
District Councillor Sarah Trotter was in attendance and updated us on: Land at Cold Harbour for the development of travellers site has gone to appeal but due to Coronavirus issues this has been postponed until further notice. Sarah also confirmed that if local villagers had any concerns regarding matters associated with housing or related items, to contact her at SKDC. Tel: 07500 705508.
 
7. Lincolnshire Police Report.
PCSO Stuart Bowden was unable to join the meeting.

9. Planning Applications
a. No current planning applications to consider.

Appeal postponed due to Coronavirus but when scheduled again WPC will support a meeting to discuss how to deal with it.
Location:  Land between High Dyke & B6403, Cold Harbour
Proposal: Use of land for stationing caravans for residential purposes, erection of six day rooms and one toilet block, with access
 
10. Highways
a) The Clerk updated on previous highway faults reported by WPC to LCC Highways and SKDC

b) Other Highway matters
Councillors to consider other highway matters within Welby including:
  • Councillors to further consider lack of drop curbs for pushchair access on Main Street. Action taken:  The Clerk contacted Contractor to clear away this grass. James Pask to sort & send invoice
11. Village Matters
a)  The Councilors Surgery scheduled for 21st March 2020 was cancelled due to the Coronavirus issues. No date is yet proposed to continue with these meetings, but in future they will be held quarterly.
 
b)   Mud on road blocking drains at the paddock, opposite the Old Rectory & Church Lane junction. A villager removed this and cleared the blocked drain – thank you. Meanwhile, it was identified there is likely to be a recurrence if the mud within the culverts further up Church Lane is not cleared, as it seems to wash down the hill. The aim is to clear the gulley’s when weather and available farm staff/equipment permits.
 
c)   Update on condition of derelict property on Main Street. This is currently being actioned and Chairman John Fisher will check on latest position.
 
d)   Councillors dog bin Rota & frequency to be agreed. This is no longer required as Ian Shippey will take on role until June 2020 and another councillor will take over then.
 
 
12.  Finance
a) Cash Book: The Clerk reported that the cashbook shows a balance of £2465.40 as of 11/2/20. Note: Until I receive the bank statements direct I am unable to confirm the latest figures.

The Chairman signed off Cashbooks as a true record after agreement from councillors that both bank statement and cash books were accurate.

Please note if it is “urgent” only because it was not notified in time to appear on the agenda, it should be left till the next meeting. If it is genuinely “urgent”, that is it was too late for the agenda and it will be too late for action if left till the next ordinary meeting The Chairman and The Clerk need to decide whether an additional meeting should be called or actioned during this meeting.
 
14.  Date of next meeting of the parish council – To be the Annual General Meeting (AGM) on:  20th May 2020 at 7pm.
