Minutes of meeting of the Welby Parish Council (WPC) held via webinar on:
Tuesday 14th September 2021 at 7.00pm.

1. Apologies for absence

2. Confirmation of eligibility, quorum and declaration of interests.
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.
3. Public Representations
This was the first meeting where the public were allowed to be in attendance, but on this occasion no parishioners attended, and there were no questions raised prior to the meeting.
4. Minutes from previous meeting.
It was resolved that the minutes of the previous meeting dated 20th July 2021 is an accurate record of the parish council meeting and was signed off by The Chairman.
5. Reducing speeding through Welby
a) Speedwatch team have continued with their checking on a limited basis. However, due to one of the ‘team’ moving away recently there are now only two people available to participate and the task requires THREE PEOPLE, each of whom must have been trained by the local Police in a one hour session – Clerk to speak with Roel in regards to him contacting previously trained parishioners in order to try & secure future additional volunteer participation in the scheme. The SID is scheduled to be set up very soon but it is felt the Speedwatch team could add to encouraging any speeding drivers to slow down.
b) Fundraising strategies & updates for Speed Indicator Device (SID) & White gates Projects:

Clerk reports there have been further contributions received from the local parishioners towards the costs of the SID and white fencing projects. After paying the £300 deposit for the white gates the current balance is now £2,933.60 less SID costs of £2,354.00 = £579.60 will be in the account. Leaving a payment to meet the remaining ‘White gates’ cost of £729.60 – showing a shortfall of £150.00 – The councillors agreed to transfer the sum of £150 from the main Parish account to cover this shortfall in the short term. The Clerk has actioned this and now paid for the gates.

In addition, the costs need to be met to cover the painting and erecting of the gates - SKDC Councillor Sarah Trotter has advised there will be a Ward Grant available to cover up to £150 towards the painting costs – the Clerk has applied for this grant.
6. County and District Councillor Reports (if Councillors present at meeting)

To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters: Cllr Martin Hill attended our meeting and agreed to investigate the delays in having some of the outstanding Highways matters completed within the village. In addition, he advised the Grantham hospital will remain open and that the nationwide increase in transport costs will have an impact on both local businesses and councils.

To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters – Cllr Sarah was unable to attend our meeting on this occasion.
7. Lincolnshire Police Report (if PCSO present at meeting)
To receive an update from PCSO Stuart Bowden in regards to local police matters - There was no update provided by Stuart Bowden prior to the issue of these minutes.

11. Village Matters

Councillors Surgery still remains cancelled due to Covid-19 – Agreed these may commence, but any future meetings now likely to be held in 2022.

The Clerk has formally resigned due to forthcoming house move and a replacement is being sought with adverts placed on village website, Facebook page and notified to parishioners via NHW – no applicants to-date. Any interested parishioners should apply by 30th September 2021.

A number of complaints have been received regarding the increase in dog poo found in Church Lane and dog users are politely asked to clear up after their animals. There is a bin already provided in Red Lane for disposal of the bags.

To discuss the allocation of ‘Best Kept Village’ award of £200 – after discussion it was agreed the WPC will approve half this sum to be contributed towards the tree trimming of the Maple tree near the village bus stop – quote received is for £324. The remaining 50% will be held back to contribute towards improvements & costs in preparation of the village for next year’s BKV competition.

It was also agreed to convey, on behalf of the village, the grateful thanks and appreciation to all those who contributed their time and efforts to help the village achieve this award.

The Chairman signed off Cashbooks as a true record after agreement from councillors that both bank statement and cash books were accurate.
13. Urgent/any other business
To consider any urgent business:

The village should be aware of the HSBC bank issues: - the account matters are all now resolved and it’s working normally. Outstanding sums due will be repaid.

Shortfall in cost of White Gates, currently £150.00 plus paint treatment costs. There is potentially £150 Ward Grant due to WPC towards these costs from SKDC – as stated elsewhere above, this sum will be temporarily transferred from the main account to enable payments to be made.
