In reference to the subject covered under Section 13. Urgent/any other business:
Some questions have been received about the subject relating to the village green use and also during the lockdown easing period, following the issue of the above minutes which briefly identified the extensive discussions held by the councillors, it was felt greater clarification regarding the context of the discussion was required to allay any apparent concerns.
One of the duties for the Welby Parish Councillors is to consider all proposals made by the parishioners and relay the outcomes accordingly. As custodians of the village green the Welby Parish Councillors have a duty to discuss its usage when asked by a parishioner, and also to consider the Covid-19 requirements. It needs to be made perfectly clear that on this occasion the pub landlord of the Crown & Anchor did NOT make this proposal. In fact, he still has not been contacted for his views on the subject of seating being placed on the village green area and the possible uses.
The Parish Council first considered the issue of seating on the village green at the meeting in September 2019 following a request from a parishioner. One villager prior to the meeting, raised some points for the councillors to consider during the meeting. The matter was again discussed in November 2019, as recorded in the minutes. Following this meeting and the publishing of the minutes, there was no representation against the proposal, which was then deferred by the Council until a later date when the new owners would be in place.
As a result of the most recent discussions by the councillors an assurance can again be provided for those who require it, the village green will not be an ongoing beer garden or allowed to become a noisy and spoilt area. As can be seen, the discussions related to providing seating on the green and then the possible temporary use to support our pub if they requested it, with all the associated conditions that would apply. If this did finally become a formal proposal the parishioners would naturally all be contacted, as is the correct process, and a consensus of opinion taken, it would be based on the majority and a number of other factors, before a final decision is taken.
