1. Apologies for Absence
Nil.
2. Confirmation of eligibility, quorum and Declaration of interest
All councilors present are eligible, the meeting was quorate and no declaration of interests declared.
Jonathan Fisher was co-opted unanimously as councillor.
3. Public Representations
The public were allowed to be in attendance, but on this occasion no parishioners attended.
4. Minutes of previous meeting
It was resolved that the minutes of the previous meeting dated 17th May 2023 were an accurate record of the parish council meeting and were signed off by The Chair.
5. a) Reducing speeding through Welby
- Speed watch: to receive an update from the speed watch team.
No update as no sessions have taken place.
- SID: review results to date:
Currently the SID is operating on Main Street near the west-side entrance of the village. Results will be analysed once the whole monitoring period has been completed. We may consider tweaking some of the speed-dependent messaging.
6. County and District Councillor Reports (if Councillors present at meeting)
- No update from County Councillor Martin Hill on Lincolnshire County Council matters.
- Update from the District Councillor Sarah Trotter on South Kesteven District Council matters:
Nothing significant to report on this occasion. The political situation at SKDC is still settling down. The chair of SKDC, Richard Cleaver, may want to visit Welby or attend one of our parish council meetings.
7. Lincolnshire Police Report (if PCSO present at meeting)
Due to high demand the PCSO team is unable to attend individual parish council meetings. Localised updates can be found on the Lincolnshire police website: https://www.lincs.police.uk/. This agenda item will be removed from future meetings unless WPC become aware of specific relevant information.

No immediate action because with these footways being concrete with no tarmac overlay, it would require a larger scheme to rebuild and renovate these footways to have any lasting effects over simply adding tarmac to them in their current condition. A forward planning brief has been raised for this location for a future larger scheme. As a result of the new budget LCC will try to address this. |

11. Village Matters
a. Repairs to bench and village sign on village green:
* park bench on village green:
* loose coping stones on one side: repaired.
* woodwork could do with painting: repainted.
* village sign: metal post needs sanding down and repainting: will be given attention as there is no longer a risk of frost.
* notice board: new notice board was delivered and has been installed.
* park bench near bus stop: will need repainting at some point in the future.
* bus shelter: ivy has been cut back.
b. Trees on village green: pruning works have been completed. Western Power will be trimming the branches that are growing into the power lines. No date known yet.
c. LGA Model Code of Conduct: this was adopted and will be published on the WPC website.
d. Incidents of attempted fly-tipping: the old village tip on Church Lane seems to attract some undesirable attention. Welby Estates have been approached and they are investigating.
e. Church graveyard: this was referred to the Church Council as the church graveyard does not come within WPC’s area of responsibility.
f. Pigeons at Chestnut Farm: shooting in the yard has stopped. Shooting on the open land in the fields is infrequent but necessary to minimise damage by pigeons to crops. Cllr. Jonathan Fisher will provide advance warning so we can publish details on the WPC website.
g. Lincolnshire County Council litter picking kits: it was agreed to request 3 kits which can be distributed in the village.
h. SK Community Awards for 2023: the Community in Bloom Award: no active involvement by WPC will take place this year.

The Chairman signed off Cashbooks as a true record after agreement from Councilors that both bank statement and cash books were accurate.
13. Urgent business
To consider any urgent business.
Please note if it is “urgent” only because it was not notified in time to appear on the agenda, it should be left till the next meeting. If it is genuinely “urgent”, that is it was too late for the agenda and it will be too late for action if left till the next ordinary meeting The Chairman and The Clerk need to decide whether an additional meeting should be called or actioned during this meeting.
14. Decide next meeting of the parish council.
The next ordinary meeting of Welby Parish Council will take place on Wednesday 4 October 2023 at 19:00 in St. Bartholomew’s Church.
