1. Apologies for Absence

 

To receive apologies from those councilors unable to attend.

 

2. Confirmation of eligibility, quorum and Declaration of interest

 

All councilors present remained eligible, the meeting was quorate and no declaration of interests declared.

 

3. Public Representations

 

The public were allowed to be in attendance, but on this occasion no parishioners attended.

 

4. Minutes of previous meeting

 

It was resolved that the minutes of the previous meeting dated 17th May 2022 were an accurate record of the parish council meeting and were signed off by The Chairman.

 

5.   a) Reducing speeding through Welby

  • Speed watch: to receive an update from the speed watch team.

 

No update as no sessions have taken place.

 

  • SID: review results to date.

 

The SID device has stopped working. The cause is being investigated. This means no results were available.

 

b) Fundraising strategies for Speed Indicator Devices (SID) and white gates.

  • To receive an update on the financial position

 

No changes to report.

 

  • To receive an update on the progress to date and any remaining work to be completed

 

No updates to report with all works essentially complete.

 

6. County and District Councillor Reports (if Councillors present at meeting)

 

  • No update available from County Councillor Martin Hill on Lincolnshire County Council matters.

 

  • Update from the District Councillor Sarah Trotter on South Kesteven District Council matters:

 

The closing date for the South Kesteven community awards has been extended. Nominations can be made via the SKDC website.

 

There will be upcoming resurfacing work on the A1 southbound from 25 July onwards.

No update available from PCSO Stuart Bowden regarding local police matters.

Pavement Church Lane deteriorating

No immediate action because with these footways being concrete with no tarmac overlay, it would require a larger scheme to rebuild and renovate these footways to have any lasting effects over simply adding tarmac to them in their current condition. A forward planning brief has been raised for this location for a future larger scheme.

Has been investigated by LCC but not considered bad enough to require action at this time. SKDC have been asked to reconsider due to the bad state of repairs.

11. Village Matters

a. Planning Application S22/0625: councilors visited Mr and Mrs Daniels.

b. Dog-waste bin Red Lane: currently being emptied by councilors on a Rota basis. WPC have purchased a general purpose waste bin so waste can be collected by the council. Waste bin has been installed. SKDC have been requested to add this bin to their regular route. Cllr Sarah Trotter to follow up with SKDC.

c. Health and Safety Inspection of village assets was completed by Cllr Pask and the Clerk with no major issues found.

d. Repairs to bench and village sign on village green:

park bench on village green:

* loose coping stones on one side

* woodwork could do with painting

village sign: metal post needs sanding down and repainting

Cllr Michael Priestley has offered to carry out repairs.

e. trees on village green: there has been some vigorous growth over the last few months / years and some pruning / up-crowning might be beneficial. Suitable contractor to be contacted to obtain an estimate of costs involved.

f. complaint received about pigeons at Chestnut Farm from a villager.

There are a large number of feral pigeons nesting in various building at Chestnut Farm causing a severe nuisance to surrounding properties. WPC to contact representative for Chestnut Farm to get this addressed.

g. Welby Weekenders expressed their thanks for the donation from WPC towards the costs of the successful Platinum Jubilee event.
