Minutes of meeting of the Welby Parish Council (WPC) held via webinar on:

Wednesday 9th September 2020 at 7.00pm.

2. Confirmation of eligibility, quorum and declaration of interests. 
All councillors present remained eligible, the meeting was quorate and no declaration of interests declared.
 
3. Public Representations
Due to Covid-19 it was not possible for the public to be in attendance on the webinar. ^The villagers were offered the opportunity to raise questions prior to the meeting and no responses were received.
 
4.  Minutes from previous meeting.
It was resolved that the minutes of the previous meeting dated 8th July 2020 is an accurate record of the parish council meeting and was signed off by The Chairman.
 
5. Reducing speeding through Welby 
a) Reducing speeding through Welby 
Speedwatch team have reported increased speeding again and requested further actions are taken by both the Police and the village – subject to the Covid-19 rules to do this. Any additional and appropriate actions to be discussed. ^Councillors discussed this at length to consider suitable options, both in terms of reducing speeding motorists, also the additional support soon to be available via the local police and the potential for previously trained parishioners to assist with the Speedwatch duties. Further discussions will be held with Roel.
 
b) Fundraising strategies for Speed Indicator Devices (SID). 
It was agreed at previous meetings that WPC would support fundraising for a SID device for Welby. The process for collecting and accounting for any donations is to be finalised and issued to the village. ^It is believed approximately £2,500 is required to cover the cost of suitable SID equipment and offers of contributions towards this cost have already been made by some villagers – thank you. Meanwhile, Wendy has kindly offered to assist in the design of a suitable flyer for distribution to the village parishioners, to inform every one of the scheme to raise funds. As previously noted, contributions will be paid into the Welby Parish bank account and separately logged to keep them distinct from the other funds within the account and thereby ensure they are used solely towards the SID set-up costs.
 
6. County and District Councillor Reports (if Councillors present at meeting)
  • To receive an update from the County Councillor Martin Hill on Lincolnshire County Council matters. ^There was no update available from Cllr Martin Hill prior to the issue of these minutes.
  • To receive an update from the District Councillor Sarah Trotter on South Kesteven District Council matters. ^District Cllr Sarah Trotter has added comments within the sections 8, 9 & 10 below.
 
7. Lincolnshire Police Report.
To receive an update from PCSO Stuart Bowden in regards to local police matters. ^There was no update available from Stuart Bowden prior to the issue of these minutes.

Possible scheduling of sweeps to ensure collecting of straw is timely. ^Request timing for these to be moved to August from July to ensure its more effective when sweeping streets

9. Planning Applications
a. No current planning applications to consider.

^No change. Update to be supplied when re-scheduled meeting date or status changed.
Location:  Land between High Dyke & B6403, Cold Harbour
Proposal: Use of land for stationing caravans for residential purposes, erection of six day rooms and one toilet block, with access
Sarah Trotter (SKDC) advised the situation is waiting for the Covid-19 rules to allow for the meetings to continue before any further discussions can be considered. The councillors sought an explanation as to precisely what the reasons given for the appeal were, for it to now be re-considered again? ^Sarah will try and source the latest position if possible, and let us know.
 
10. Highways
a) The Clerk updated on previous highway faults reported by WPC to LCC Highways and SKDC.

^Clerk has followed up with SKDC Highways dept again, awaiting response.

b) Other Highway matters

11. Village Matters
a)  The Councilors Surgery’s are cancelled at least until the Spring 2021 due to Covid-19. It is intended, subject to Covid-19 rules & requirements, these meetings, together will the WPC bi-monthly meetings, will recommence again at some point in 2021 – dates yet to be confirmed. 
 
b)   Update on condition of derelict property on Main Street. This is currently being actioned and Chairman John Fisher confirmed that some work has been completed – ^grass cut but no other progress on situation with property at this stage.
 
c)   Resident pointed out the bench at the hand pump needs a rub down and re-treating. –  ^Cllr Michael Priestley & family member have thoroughly rubbed the bench down & applied suitable wood treatment.
 
d)  Tree cutting in Main Street delayed (opposite pub) – ^still awaiting new date
 
e)  Clerk advised new website being constructed via Lincoln CC – ^due to be available in Nov. 2020
 
f) Resident pointed out the tree plaque marking a specific millennium tree located in Saxondale needs repairing or replacing as it is in a very poor state. - ^Tree plaque for Saxondale has now been identified and a new replacement is ordered.
 
12.  Finance
a) Cash Book: The Clerk reported that the cashbook shows a balance of £3068.89 as of 3/9/20. Note: Until I receive the bank statements direct I am unable to confirm the very latest figures.

The Chairman signed off Cashbooks as a true record after agreement from councillors that both bank statement and cash books were accurate.

* Villager raised concerns over rainwater not draining away effectively from their driveway & thereby causing damage. ^D Cllr Sarah and the Clerk to follow up the notifications made to LCC highways dept.
