2. Confirmation of eligibility, quorum and Declaration of interest

To confirm eligibility of councillors and quorum present to make a legal meeting; and

To receive declarations of the existence and nature of any private interest, both disclosable and financial and any other registrable interests, in any matter to be considered or being considered.
3. Public Representations
To receive items and comments from members of the public.
4. Minutes of previous meeting
To authorise the Chairman to sign the minutes of the meeting held on 17th November 2019 as a true and accurate record.
5. a) Reducing speeding through Welby
-
Confirmation now received from Cllr Martin Hill regarding the formal request to apply to extend the speed limit and adding markings / signage on Main Street following advice from LCC Highways on the process; and
-
Update on Councillors and Speedwatch team to plan fundraising strategies for SID Fundraising.
b) Fundraising strategies for Speed Indicator Devices (SID).
It was agreed at previous meeting that WPC would support fundraising for a SID device for Welby. A discussion took place between councillors and Speedwatch members present at meeting and
The following was resolved and action points agreed – updates now required:
-
Welby Parish Council will open an additional bank account to hold fundraising money;

Welby Parish Council will open a Virgin money giving page to enable people to donate money;

Once above completed Cllr Priestley will design and distribute a leaflet with details with fundraising information; and
-
At next meeting a funding raising committee will be formed to oversee and organize fundraising events.

11. Village Matters

Update on condition of derelict property on Main Street; and

Update on hedge laying on village green and possible discussion of similar replacement to hedge behind the water pump on Main Street; and

Consider what to do with dead tree by Main Street bus stop; and

Update on dog waste bin, Red Lane – now installed, but emptying this regularly needs agreeing
12. Finance

Update from The Responsible Finance Officer/Clerk on cash books and financial position including income received and payments made since last meeting;

If it is genuinely “urgent”, that is it was too late for the agenda and it will be too late for action if left till the next ordinary meeting The Chairman and The Clerk need to decide whether an additional meeting should be called or actioned during this meeting.
