1. Apologies for Absence
Nil.
2. Confirmation of eligibility, quorum and Declaration of interest
All councilors present are eligible, the meeting was quorate and no declaration of interests declared.
3. Public Representations
The public were allowed to be in attendance, but on this occasion no parishioners attended.
4. Minutes of previous meeting
It was resolved that the minutes of the previous meeting dated 28th June 2023 were an accurate record of the parish council meeting and were signed off by The Chair.
5. a) Reducing speeding through Welby
- Speed watch: to receive an update from the speed watch team.
No update as no sessions have taken place.
- SID: review results to date:
SID results from the west-end location were circulated and discussed. Whilst the average speed is around or below 30mph there are still some significant excess speeds recorded both entering the village from High Dyke and also leaving the village.
6. County and District Councillor Reports (if Councillors present at meeting)
- No update from County Councillor Martin Hill on Lincolnshire County Council matters.
- Update from the District Councillor Sarah Trotter on South Kesteven District Council matters:
A new Standards Committee has been established at SKDC which will monitor any behavioral issues.
Regional devolution plans are progressing.
7. Lincolnshire Police Report (if PCSO present at meeting)
This agenda item will now be removed from future meetings unless WPC become aware of specific relevant information. An on-line Parish Council Engagement Session involving Lincolnshire Police and Police and Crime Commissioner and local parish council leaders has been planned for 7 December which WPC will attend.

No immediate action because with these footways being concrete with no tarmac overlay, it would require a larger scheme to rebuild and renovate these footways to have any lasting effects over simply adding tarmac to them in their current condition. A forward planning brief has been raised for this location for a future larger scheme. As a result of the new budget LCC will try to address this. No further updates available. This item will be archived for now. |

11. Village Matters
a. Repairs to bench and village sign:
* village sign: metal post needs sanding down and repainting – awaiting suitable weather conditions
* park bench near bus stop: will need repainting at some point in the future.
b. Trees on village green: Western Power will be trimming the branches that are growing into the power lines. Still no firm date known.
c. Respect Statement: WPC website has been updated with an appropriate statement.
d. Ways to contact WPC: WPC website has been updated with an appropriate statement.
e. SKDC Housing Strategy workshop 30 Oct: councillor James Pask will attend.

The Chairman signed off Cashbooks as a true record after agreement from Councilors that both bank statement and cash books were accurate.

Please note if it is “urgent” only because it was not notified in time to appear on the agenda, it should be left till the next meeting. If it is genuinely “urgent”, that is it was too late for the agenda and it will be too late for action if left till the next ordinary meeting The Chairman and The Clerk need to decide whether an additional meeting should be called or actioned during this meeting.
14. Decide next meeting of the parish council.
The next ordinary meeting of Welby Parish Council will take place on Wednesday 6 December 2023 at 19:00 in St. Bartholomew’s Church.
